CONSTRUCTION PHASES · OCCUPIED BUILDINGS · FINAL HANDOVER

Need an Electric Fence COC in Rosebank?

If construction has changed a Rosebank property's boundary, arrange the electric fence assessment around the installation that will remain at handover. Temporary hoarding, builders' access and the final security perimeter may follow different routes. Tell Wesslink which stage the work has reached when requesting an Electric Fence COC.

Construction progress, occupation of a building and completion of its electric fence are separate matters. Identify the actual installation ready for assessment.

BEFORE YOU BOOK

Plan for the transition from building site to occupied property.

Rosebank Management District's February 2026 report describes development work and coordination around traffic, pedestrians and public space. For an individual property's fence, this makes the construction interface worth checking. The district's public-space role does not replace the owner's responsibility for the installation being handed over.

01

The temporary perimeter is coming down

Tell the inspector which fence sections are temporary and which form the final installation. If a temporary entrance will close or a permanent gate is not yet fitted, mark that work as outstanding. A certificate request should not quietly treat the temporary site arrangement as the finished boundary.

02

People occupy one part while work continues

Explain where residents, staff, deliveries and contractors move through the property. Agree access to the relevant boundary without sending an inspector through an uncontrolled work area. Any planned interruption or unfinished section should be communicated to the person managing occupation and site security.

03

Electric fence installation alongside other boundary work

Wall, gate, landscaping and fence work may reach completion on different dates. Keep an agreed sequence and tell the fence installer when the final supporting structures and access routes will be available. Revisit the assessment scope if a later trade moves wires, brackets or connected equipment.

Use a practical completion record for the fence itself.

Before the final visit, ask the project team to list fence-related work still open. Distinguish work that is physically complete from work awaiting inspection, correction or documents. The facilities team should know which energiser and boundary sections the inspection covers, and where the previous records or approved changes can be found.

At handover, retain an understandable description of the system, the issued documentation and relevant operating information. Record any unrelated construction items separately so they are neither hidden by the fence certificate nor mistaken for fence defects. A finished reception or occupied apartment does not establish that the property's rear service boundary is complete.

INSPECTION & TESTING

What does an electric fence COC inspection cover?

A working energiser is one part of the system. The inspection also considers the fence installation, its safety provisions and the test results.

An electric fence certificate follows inspection and testing by a registered person. Defects affecting compliance must be corrected before certification. Read Regulations 12–13 ↗

    The energiser and fence circuit

Identify the equipment and the fence sections it supplies, including alterations and gate crossings.

  2. 02

    Earthing and physical condition

Inspect the earth system, wires, joints, brackets and insulators, together with the installation’s condition.

  3. 03

    Warning signs and accessible areas

Check the safety provisions around the fence, including signs and places where people can approach it.

  4. 04

    Testing, corrections and certification

Explain defects found, agree the repair work and complete the checks needed before certification.

ELECTRIC FENCE COC COSTS

Get a quote for the fence you actually have.

For electric fence repairs during a Rosebank construction project, give the current building stage, intended handover date and affected boundary section. Include the responsible property team’s instruction. Mention partial occupation and any access restrictions that affect the visit. Pricing should distinguish the agreed inspection from later attendance caused by unfinished work or changes made after the inspection; availability and completion dates must be confirmed.

ELECTRIC FENCE COC · ROSEBANK

Questions before you book.

Practical answers for owners, sellers and property managers.

Can the fence be assessed before the entire development is finished?

Discuss the specific installation and construction stage with the inspector. The decision depends on what is complete and accessible, and whether later work will alter the system being assessed.

Does Rosebank Management District approve our private fence certificate?

Its published role concerns precinct operations and coordination. Arrange the private installation's inspection through the responsible property team; do not assume precinct involvement substitutes for the required technical assessment.

Must temporary builders' fencing be included in the enquiry?

Describe it if it affects the electric fence route, access or the transition to the final boundary. Clearly identify whether it is electrified, if known, and avoid calling all construction barriers part of the same installation.

What if another trade changes the boundary after inspection?

Keep the date and details of the change and contact the responsible installer about reassessment. Do not assume a document issued for the earlier arrangement automatically describes the changed installation.

Is your electric fence alarming while Rosebank building work continues?

Tell Wesslink whether the alarm concerns a temporary site fence or the final boundary, and describe any work still in progress. We can arrange electric fence fault finding with the project team. Include occupied areas and contractor movements when planning access.

Who can issue an electric fence certificate of compliance?

A registered electric fence system installer may issue an electric fence compliance certificate after the required inspection and testing. An ordinary electrical COC is a separate document.

Will the inspection fee include repairs?

Ask for the inspection, any repairs and any return visit to be itemised in the quote. The work required depends on what is found; a price should not assume that the fence will pass before it has been inspected.
